Campbell River on Vancouver Island would probably be the cheapest. River flows through town and it has a large King Salmon run.

The saltwater has great fishing there also. This year is a pink run also so that can contribute to more fish in a day. In the rivers around seattle you can catch 30 pinks a day along with coho and kings.

Yes find any public beach and look for a point where the tide has action. You will want to use anything with pink such as pink and white clouser minnows for the pinks with a sink tip. I am not familiar with the rivers around there so I cant help you there.

I lived in BC for several years. There are alot of good rivers for salmon through out the area. If your intrested in staying around vancouver the Chiliwack river is a good choice. However, it is very crowded. The island is probably your best option, unless you have the time and money to go up north. I never did, but I hear that Bella Colla is beautiful and has some nice Salmon runs.
